IRA Green Insignia maufacturing goes back to 1943. As far as I know they used the hallmark 3G in the 1950's and later used G23 in the 1960's and later. During the Vietnam era G23 would be correct. They did make sterling badges up until the mid 1960's when they switched to 1/20th Silver Filled. Current badges have no silver content. - All currently certified contractors who have been assigned a manufacturer’s hallmark code have been included. However, a number of those do not make metal emblems and they are flagged with their specialty (textile, decal, bullion, plaque). See the code list for more detail.

The Vanguard hallmark on the air crew wing is 1950s as you have the code 1V on each side of the V. The captain bars look like they have the code V21 on each side of the V so this would date it from the 1960s on. This was the official hallmark of Vanguard till the current logo seen on present packaging came into being in 1983. Prior to that they used the block letter logo on Air Force wings (post WWII) and script or block on Navy wings (WWII). I know that M22 is for N.S. Meyer and the 9 over M in a shield is N.S.
